Daliborka Uljarević

Daliborka Uljarević is the Executive Director of the Centre for Civic Education in Podgorica, Montenegro. She graduated in International Relations and is currently pursuing an MA in Law. She has specialized through programs in Germany, the UK, the Czech Republic, Norway, and the USA, and was the first Montenegrin participant in the Marshall Memorial Fellowship. She has worked with the Council of Europe, OSCE, IFES, and BBC World, and co-founded the Nansen Dialogue Centre Montenegro. She serves on national and regional boards, including advisory groups of OSF and the Heinrich Böll Stiftung. Author and editor of numerous publications on democracy, human rights, gender equality, and EU integration.
